		<description>I know that this article was writting 2 years ago, and nobody is likely to ever read this reply, or care, but im writing it anyway. its 2011 and i never bought a ps3, i just pulled the ps2 out of the closet and NCAA 09 is the best game i own right now, so i play it a lot, and have gotten really good at recruiting. The secret is training. This is the progression if you take over any team, whether they are a 1star team or a 5 star team. 
Year 1 Budget: 40% Discipline, 50% recruiting, 10% training. Schedule the best teams that you can guaruntee a win, if you are the worst team in the league, schedule division 2 teams, you just have to get some wins. Obviously you have to get some big dawgs during in season recruiting. The secret though is DO NOT recuit a player unless he has good or excellent discipline. If you are recruiting a player in season, as soon as he chooses his top 5 you can see his hidden bio. If he doesnt have goo or excellent discipline, drop him. Same thing during offseason recruiting, scout every player. I only recruit players from my home state to save recruiting points. 
Year 2 budget: 20-30% discipline 40-50% recruiting 20-30% training: everything else is the same. 
Year 3 budget: 10% discipline, 30% recruiting, 60% training. The key is that you dont have to sign 25 recruits. Normally you will only have to sign 13-15 players to keep a full roster. Considering you will probably sign 2-5 players in season recruiting, you may only need to sign 10 players/year to keep a full roster. With that in mind, we dont need much points in recruiting, especially if we stay at home when recruiting.
Year 4 budget: 0% discipline, 20% recruiting, 80% training. We only signed good or excellent discipline recruits, so we will never have a violation. Recruiting is getting much easier because we are only signing 15 players/year and 1/3rd of those are sign in season. Keep in mind that we can sign a 2* recruit, redshirt him, train him at 80% and he will be an incredible player by his senior year, maybe even mid 90&#039;s. Dont sign 1* recruits unless you are just starting out year 1 and thats all yuou can get, they dont get much better from year to year. Ive won the National Championship on a regular basis recruiting 2*&#039;s using this method. once you become a powerhouse and you are recruiting 4* and 5*&#039;s using this method, its game over.</description>

I followed the suggestions of of other helpful individuals on this page and I uninstalled the &quot;SilverLight 4.0 Toolkit April 2010&quot; .  I rebuilt my application and redeployed.  The setup.exe file grew to 648kb and now executes perfectly.</description>

What a PITA this was! I just discovered this issue yesterday and then spent many hours trying to get in touch with someone so that I could get the EPP code.
The link you provided was very helpful as I couldn&#039;t find any other way to get into the domain manager and unlock my domain name. But had to get the code from Tucows. They don&#039;t make it easy to figure out how to contact them.
