My setup.exe was 355kb. When I ran the setup.exe I received a blank error message. I followed the suggestions of of other helpful individuals on this page and I uninstalled the "SilverLight 4.0 Toolkit April 2010" . I rebuilt my application and redeployed. The setup.exe file grew to 648kb and now executes perfectly. I had the same problem as everyone else. My setup.exe was 355kb. When I ran the setup.exe I received a blank error message. After installing the April 2010 SilverLight 4.0 Toolkit for some projects I was working on in 2010, I started getting this problem with a 2008 project. Solved our problem right away. The culprit was TortoiseSVN in my case. I removed all checks in in the overlay section (like TR did), rebuilt the project, and was fixed. Thanks for this!
